If you can't find a theme you like, a suggestion might be to use a Drag & Drop Website creator like BlueVoda or Coffee Cup's Website Designer. Even look around at downloads.com.
Try googling up your sources; i.e.;
"Free Drag & Drop Website Programs" or "Free <Flash/HTML> Templates" and trust me using the quotation marks will help you find what you are looking for as it looks specifically for those items.
