Your problem may be due to two things:
1. Your IP has been banned because you made more than 2000 requests in the last 24 hours. This is solved by waiting 24 hours
2. Your ISP has not updated their DNS after changing DNS 000webhost, or have banned the IP 000webhost. The latter is solved by talking with your ISP.
