You can also try the following for your joomla problem.

In Joomla Admin.

Site > Global Configuration > Click server Tab >

Next to "File Creation" select CHMOD new files 0644
Next to "Directory Creation" select CHMOD new directoris 0755

I had same problem you had at first install (downloaded from joomla site & uploaded myself) Then i used the autoinstaller from the webhost control panel that helped more work than manually installing.

Maybe something will help you.

Just a note: auto installer of joomla here is v1.0.15 which is what i wanted to install. In case you were having problems with joomla v1.5.3
