I think I have a similar problem related to this. I've installed a phpbb forum board on my website and activated Send activation email to newly registered users. However, when i tried to register an account everything went fine, BUT I never received an activation email. I tried to resend it again with no luck. I also checked my spam folder and it's nothing there.

I created a support ticket and asked the staff at 000Webhost and they told me that some busy servers refused to send/receive emails. Another thing that I have noticed is that you are not allowed to send more than 20 mails/minute (mass mail) or you will be barred. To avoid this, I determined to activate a SMTP-server instead of the built in php mail() function under ACP --> General --> Email settings. I entered the SMTP settings for my hotmail account and saved. When I (again) tried to resend the activation email to my test user I get an error (function.fsockopen). What does this mean? I thought (but I may be wrong) that fsockopen() was activated by 000Webhost.. Which SMTP settings should I use for my Hotmail account? I've searched for this on Google and many people seems to have the same problem but I can't find any solution. Sorry for stealing the thread, but maybe this can help the user who started this thread too.
