I just saw the TOS again and noticed this line:

Chat, proxy, or file download scripts are not allowed.

I'm wondering what exactly it means by a file download script. I'm considering transferring to this host, but my website has php script that forces a download so that I can keep track of how many people download files. Is that against the TOS?

Look, they are not allowing your site to be a public file-host service. But if you are going to offer some files to your visitors, you are allowed to host downloads as far as I know. But I recommend you to contact support regarding this first.
