I wanted to create a site where people can take turns to play the board game go.

The idea is that there would be a page with a grid on it and you can click on the square to place a stone (the game in progress would be stored by SQL).

The TOS says no "gaming scripts" and I would need to make a script check whose turn it is and which player has won the game, so is this an acceptable site to make on 000webhost or not?

A turn based game even if you are playing hundreds of boards should be no worse than an active forum. I say give the guy a chance and let him build it, admin can always pull the plug if it turns out to be resource hungry.

As a volunteer, I'd probably not delete this webiste, as it says in the TOS:

7. We do not allow online gaming scripts such as ogame, mafia, etc.. (allowed if you upgrade account)

but if your website starts to become a resource hog, then we may remove the website.

I agree, and that's the reason I gave up on free webhosting and now pay for my host, it's more stable, in general faster, I get a TLD with the host and it has some more features, so in general, I'm very happy with it.
