If I was to make a e-commerce store using a off the shelf website building program. Can I then upload it and have it hosted on your servers for free with no ads?

As long as you're not selling anything prohibited you should be able to. However, there's no ssl certificate available with the free hosting, so you your payment options will be limited.

Do you have free CSS templates?

I am after a template that has a simple CSS hover effect. I would like to create pages where when hovering the mouse over these pages a nice effect happens. Can this be done?

Yes there is a website builder however im not sure if you will like the templates. However if you want more css templates im sure you can check sites like http://csscreme.com and edit to your prefrences.
