I don't think posting a server downtime message within the CP is very good, It is not the first place people will look, in fact the first place people look is the support forum. Secondly putting a time scale is bad as you leave yourself open to moans and gripes, the last message posted in the CP says between 5 and 20 mins, it has now gone into hours and this is frustrating.
Do not take this as a putting your service down, im not it is just frustrating enough having down time without having false time scales, I cannot give the people who visit my site any idea of when they can come back to the site.
If this was scheduled maintenance then an Email to all the users on the server would have helped before taking it down.
Emailing all the users doesnt help you a lot of the time, cause if you send a message every time, you start getting called spammers, I think its a good place to put it, as long as everybody knows to look there.

It would only be Sam if there is a lot of downtime and you are emailing lots and lots, people wont mind getting information about any service they are using.
It would be a lot of emails to send though, which will cause a high load and some people have inactive accounts, and they would start talking about how 000webhost keeps sending them emails that they dont want.

True. But still if you just send Once maybe every couple of days. There shouldnt be any problem.
Youll be surprised, some people are picky, and there are a lot of members, it would be one big email, and I think it would cause a pretty bad load on the server.

I think it would help if you could put a daily update.
Also, if it has been a few days or a week I think you should
send an email letting everyone know your progress. I know
of another free webhosting that did this
