Not possible else if you buy premium hosting.
Tho, you can't choose server anyway.

In your cpanel do backup, download to your pc, create a new site, restore your backup to the new site.

you will have to upgrade your account to choose a server, unless you already have an account on that particular server or you contact customer service about it.
