If wordpress as a cms, has it's performance issues, i certainly don't want to cause problems for my fellow shared server users, but is there a list somewhere of what plugins to not install?

Well, i doubt it, but as long as the plugins and the cms you use do not violate the terms and conditions, i think you will be fine..

I think the OP is asking about plugins that consume server resources, not ToS

Correct. Since I am struggling to keep working on my site, if it's either me or the server that has performance issues. But apparently it's more that I am working on my site too much, and get auto-blocked for 1 day.

Getting blocked is simply because you are making too many requests to the server. Run your internet through a proxy or free vpn for a day when you get blocked.
