You might want to use Fantastico with already pre-set forum scripts such as PHPBB and SMF if I am not mistaken, or download another forum software that you fancy and install it through FTP.

You have to pick which forum program you want, create a database and then upload it via FTP. I would recommend http://simplemachines.org

What do you mean by create a data base and upload it via FTP
Where in the Control panel will I be able to do this

Go to your control panel, and scroll down to Manage Mysql Databases, then type in a user name and password for the database. As for FTP, http://www.000webhost.com/faq.php?ID=6

Oh I know you have to us ethe PHP admin and then you browse for the forum software

Filezilla is a FTP client, in layman´s terms a programm that transfers files from your computer to a server. Needed for uploading files (didn´t see that coming, eh?). As an alternative you can use the cpanel filemanager, but imho that´s more of a pain
