Can you not even upload one single index.html file just to test after cleanup/reload?

the home or index.html was uploaded to the folder but u cant open it or do anything with it

You don't need to open it, it will display automatically, all I can suggest is putting in a support request in members area (click "get help") Or creating a new account.

i keep getting the msg server timed out and the members page says server 46 is down but i followed link earlier and it says its up and running now so im at a loss

From what I am aware from other users server #46 is still currently having problems from the DDOS attack.
So if you are trying to view your files on the web to verify/view them then yes you could still be having problems if your site is on the small range of websites affected.
I am one of the affected users and able to upload via FTP but unable to view changes on the live site due to the site being down.

If you are having trouble connecting via FTP I have recommended using a "Passive FTP" connection or the equivalent in FTP programs to my personal friends using the 000Webhost service and the connection seems to be working for them.
