I like to know why I get many times "Server is too busy" thing even my site traffic is very low?

Its not referring to your site, it is referring to the server your site is hosted on. The server hosts 100s, maybe 1000s of sites at once, so if the server is under heavy load with traffic from other sites, your site will be effected too.

same problem since last night. Cannot upload or view files.
