Yup, out of luck there. Backups should be stored OFF-SITE. It doesn't do much good to backup and store your data on the server when the"server" goes down. I do it religiously. ESPECIALLY with sites hosted on free services. Anything can happen.

Control Panel shows that the database was created correctly (although there is no data in it), and I checked that the database parameters in wordpress/wp-config.php were correct. I included the secret keys, if that makes any difference.

Are you sure you are using the exact login data given to you when you created the database? That's a very common issue. Sounds like your current database is empty, so no harm in creating another one and trying again. If it still fails, then submit a ticket, but not before triple checking every setting and input box. I've done hundreds of wordpress installs, and still goof one up on the database setup once in a while.
