yes you can host a forum on a 000webhost website

Forums are fine on 000webhost, just use a free forum like SMF of mybb, not a paid forum like vBulletin, which is not allowed. I think one of the main problems that people run into is sending mass mail from a script like a forum, which will get the forum banned. So avoid that.
