is the tcp port 1755 blocked?

$fp = stream_socket_client("tcp:test.com:1755", $errno, $errstr, 10, STREAM_CLIENT_CONNECT);

does not work

What are you trying to accomplish here? Why would you expect it to be open? Have you read the TOS?
