Those kind of websites that you want to make needs expert knowledge.

Here's my suggestion and it's the closest one you can do:

BuddyPress. Using BuddyPress can let your users make their own blog and let them post there own things in their blog.

Here's a successful site that uses BuddyPress for their users:
http://xatblogs.com/

It would take months of work if you want a lot of people to be joining your site. Also, you need to decide on what you would make a website for.

I'm not understanding you either. Are you asking what software makes your users make their own blog? As I already said (about 3 times already), use BuddyPress for that.

Here's their download page:
http://buddypress.org/download/

Surely, they have installing instructions on how to install it to your site.

I don't understand this:

There is no script for getting members. Do you mean suggestions for your site on getting more members? I'm sure that's what you mean.

If so, you should post useful things, but you'd have to think about what your site will be about. It could be: computer support, game cheat codes, funny videos, etc.

I don't think you have decided what your site should be about, have you? Think of that first.

I'm also downloading BuddyPress to see if they have included instructions.

Ah! I'm sorry, BuddyPress is actually a WordPress plugin! That means you would have to install WordPress to your site first and then install BuddyPress as a plugin.

Once again, sorry. Download WordPress: http://wordpress.org/download/
You can use the video that I posted before on instructions to downloading WordPress:
http://www.youtube.com/watch?v=B187j6wzcJE

Here's a BuddyPress demo:
http://testbp.org/
You can install BuddyPress themes if you don't like the default one.
