Editing page puts strange characters into my code

Im using file manager and Im editing html and js files and when I save it, it puts strange characters in to my page. Like this ​. Is this part of there current trouble this site is having? anyone else seeing this?

Are you using any encoding or special characters? There has been a problem with encoding recently.

None. everything is in UTF-8.
thanks for the fast reply.

also my js files are loading from cache so not loading the most recent js. any way to make it load updated versions?
