I know its a free service but you can’t support any kind of website activity with so long down time
I will need to find another provider if it does not come back soon 
I know it’s a kind of bit annoying but 000webhost is a world top free hosting provider and it is hard to serve millions of users. But devs are working tirelessly for making sure everything is working fine.
For now you can only wait or you can upgrade to hostinger.com for no downtime issues.

Okay then go to files.000webhost.com and use correct website name this-name.000webhostapp.com and correct password. If you are not sure about password then change it and then login.

Your file manager is just working fine on my end
Try clearing or browser’s cache or try using icognito mode
