I want to know whether we can let people download our stuff? Is this consider file sharing? Like letting people download codes etc etc. Can I do this?

No one is stopping you from sharing your codes. But other persons codes may depend on their copy rights.

If its only codes, i think it just fine.
But if your codes contain malicious code and harmful, I think you will violate the 000webhost TOS and you will get banned.
So, be carefull.
