Do you already have a Google account? If not, you need to sign up for one on the Google homepage. Once this has been done, you need to click on the webmasters tools link and go to the dashboard. Enter the url of your site and a link to verify will appear. If you click on this, you will be given some code to put in the <head></head> tags of your page. Once you have done this, your site will be veified.

No the easiest option to select is the html file verification rather than the mata tag one

All you do with the html one is google give you a name for an html file all you do with that is open notepad you do not have to put anything in it and then save it with the file name google gave you and then upload to your public_html folder and that is it no editing anything

That is not a problem.... Apply those SEO strategies then I guarantee you good results... just requires a lot of hard work and patience as well.

Google dosent work like most others

As said above it takes them from other websites. Your site will get ranked higher in Google the more times the Google bots can pick it up. Put the site on all your forum sigs and/or your Youtube channel or something.
