Is it possible to set up a forum site with this free account, and if so is there any free templates out there?. I'm new to computers in general, let alone web sites. Thanks for any info in advance.

You can setup a forum with a free account, just get a forum script, (I reccomend SMF, as you can use the installer in your control panel to set it up) As for a template, there are many.
