So, I would like to make a website about cheat/hack tools to browser game, but those won't be any working programs - only visually designed files looking like programs. I don't know if its violates ToS - I can discourage people to cheating in games. Also there won't be any files on website, I can upload them somewhere else.

Can I do it?
