You can install free forums like SMF of phpBB..

if you mean like a tagboards, look for mensajeitor.tk, if you want like a little forum search for eForo v 3.2.1

For simple tagboards. Try a cBox.

For forums, phpBB3.

For a blog, WordPress.

If you made your forum before the set time, you will have the other CPanel, and in there is an autoinstaller, and there is a guestbook feature within it.
