Cannot log in to PHPMyAdmin and to my website


Today I can not log in to my website, I get errors:

This seems to be an issue with the database connection. So I tried to connect to my Database, but cannot login to PHPMyAdmin, where I get this errors:

Error code: 200
Error text: OK (rejected)
It seems that the connection to server has been lost. Please check your network connectivity and server status.

Any reason why this happens ?
I see there are some rate limiting, but my website is nowhere near those limits.

My website is nowhere near these limitations.

Can you please at least let me know if I upgrade to premium, if this problem will be solved?

Of course it will be solved by upgrading, as premium doesn’t use rate limiting.
It’d be cheaper just to wait the free limits out though

I was planning to upgrade anyway, but I am not 100% sure if this is a rate limitation problem.
Why can’t I access my database?

Like I said the traffic on my website is very very low, so I can’t understand how the rate limitation was triggered on my website, especially since Friday it worked and during the weekend I had zero traffic.
