Can't complete 'Add Domain' on free account

I have a website hosted as a free website. I want to add a second domain. I do the following:

  1. open Cpanel
  2. Select ‘Add-on Domains’
  3. Fill out the form with my new domain name, etc.
  4. Click on the ‘Create My Account’ button

At this point I am taken to this page: https://members.000webhost.com/new, and the only way to progress on that page is to click the ‘Order Now’ buttons to get paid hosting. I waited 24 hours without clicking ‘Order Now’ to see if my domain was added without ordering a paid subscription, but it was not. I clicked ‘Order Now’ to see if I had to go through that page, but there was no option to continue without paying. Am I missing something?

A basic user can only have 2 websites.

You are on the old panel I take it OP?

You need to visit www.000webhost.com and make a new account with new email to access the new panel and you can create sites again.

The old panel you are on will be phased out soon so backup your stuff regularly.
