Ccccannot access uploaded files in public_html

Hi everybody
cannot read/access file (“TextHello.html”) uploaded in public/html.
When i try to access "khtwebhost1.000webhostapp.com/public:html/TextHello.html " or "khtwebhost1.000webhostapp.com//TextHello.html "
I always get error 404 /file not found).:
Is some additional action necessary besides uploading?
