File manager error ftp_rawlist(): Unable to create temporary file. Check permissions in temporary files directory

What does this error mean? I enter correct website name and password then login show this error:

ftp_rawlist(): Unable to create temporary file. Check permissions in temporary files directory.

When the thread posted above by Isana is updated then it will be fully resolved, until then intermittent access issues with FTP appear to stay with us.
