FileZilla isn't downloading files, possible file permissions problem?

Whenever i try to download a file using FileZilla, it says “Starting download /file/thing.blah” then Error: Failed to open “/file/thing.blah” for writing
Error: File transfer failed

I think I screwed up the file permissions, but i tried unlocking everything and pressing the fix file permissions button… but its not working. any ideas?
