I can't create my website

Hello! I can’t create the website with WP engine. And i cant open acess to FTP in CP, can’t setup the russian language to site interface.

After trying to install WP i recive this message: “Parse error: syntax error, unexpected end of file in /storage/ssd5/852/5779852/public_html/wp-login.php on line 642”.

Yes. I was trying to re-install, but i only have problems.
