all my sites are down sometimes, sometimes some of them is being loaded, it could not load all images/content though, two sites are fully static page cached with cloudflare (there is no updates/changes on those sites for months)
so it’s definitely 000webhost servers issues

Please clear your browser cache, flush your DNS and try again.

phpMyAdmin would say if it’s was max_updates_per_hour reached, but in this case it just would not load
I cleared dns and relaunched my net adapter, it works now

This depends on their ISP. Technically yes.
You don’t have to worry about it. Usually the only issues is receiving the one who sets up the domain because of cache.
