Have you tried contacting Hostinger using the live chat?
They can normally tell you why your bank is refusing the payment etc.

No because I don’t know about live chat

Can you please tell me how to select local currency option at the time of payment. Because I have visa card and according to your help system I can do only local currency payment by visa.

But I am not able to seen any option for USD payment and local payment

This means your bank is refusing the payment.
Please contact them.
