Timeout when connecting to FTP from my IP

Hello
When i try to connect to the FTP server (a blocking occurs from your home computer), everything works if enter from a different IP address. I connected to FTP using FilleZilla. Please tell me how to fix the problem (or, in addition, after unblocking, you will need to adjust the FilleZilla settings)? Also tell me what the reason for the blocking is connected with (to prevent a similar error in the future). Thank you in advance!
