Wp installation message

Hello,

After I’ve been to my site for some time it then shows me a WordPress installation message,is it because am on free plan or what and what is going to happen if a user sees the message and installs the wp,will I loose everything in my site?

It seems something has changed lately within WordPress and for a lot of users when WordPress cannot communicate with the database (due to rate limiting) then it displays the WordPress installation page - which is slightly confusing! No I have a site that allows users to register, so I was asking what is going to happen If the users who registered or want to register,if they see the installation page and decide to install,am i going to loose evrything on my site,is it a danger to have strangers see that installation page on my site and install?
