Log into cPanel -> Choose your website -> Manage Database -> Create new one
Creating new databases through phpMyAdmin is blocked for the users. So, you have to create them with cPanel.

You cannot create database without your I’d number. It’s default by system. Your database named should be like this “id12345_123”
i still cannot create it… 
Try from cpanel then … Remember you can create only 2 database per website
how can i get in “cPanel” i cannot find it…
Just login to 000webhost and click on manage database. 000webhost doesn’t have cpanel for free users. You manage all in Members area
You cannot create a database in PHPMyAdmin, I see you also reached your 2 databases limit
