Site went to sleep

Hi I need your help.Today my site went to sleep in work hours, and now when I access to the site through the build page I dont see the notice on top of the screen that appeared with the missing hours for sleeping.I want yo ask you if the new feature is already implemented and I have to make a change on my site.

I am in israel and I set to 0 the hour for sleeping. Today at 14 pm time of israel the site went to sleep.

I wait for your answer.

Now the site is asleep. but I wanted to know what happened.because it went to sleep on a wrong hour.
