Try disabling antivirus, firewall etc, rebooting home router, using a VPN like https://windscribe.com
If VPN cures it then contact your network administrator to open FTP ports 21 and ensure no access is being blocked to files.000webhost.com
Try using FileZilla, File, Site Manager and using plain FTP to see if this cures it

Many thanks for your reply. Firewall disabled. Still getting time out via
command prompt and WinSCP FTP client. Also via website ‘filemanager’
I’m getting
’ files.000webhost.com uses an unsupported protocol.

I’ll try another machine I have.

Is files.000webhost.com ping-able i.e. pings accepted as it will not reply.
