False sleeping, website works but I cant login to ftp or file manager in cpanel.

In cpanel a have “status sleeping”, “Reason: Violation of Terms of Service”
FTP don’t work.
File manager don’t work. Error “Log in details are not correct.”
Website change only status from “status sleeping”, to “Status: running”
Can i generate new ftp account?
