hello, I have uploaded “index.php” in public_html folder but why the page says not? and why the file doesn’t show up?

index.php is not in /public_html, but in /public_html/moodle-latest-37 (check left panel in File Manager).
Please select all files/folders and move them to /public_html. Then your site will work 
That issue is from your web application, not 000webhost.
Please lower your PHP version to 7.0 and try again. Might solve the problem.
