Is it possible to
install WP in Russian while I’m on https://www.000webhost.com/?

It should be give it a try else you can download the Russian version from WordPress and upload install yourself

I’ve installed WP via the 1-minute 000webhost built-in button.
But is it possible to change the language from English into Russian then?

I guess, I want to stay at …wp-admin/ WP config page.

If it is a setting within the admin of WordPress then I would suggest to try.
if you don’t see it is likely you would need to reinstall using the Russian package.
